MIA: Janitor: Fix Common Mark-up Mistakes

As of January 2002 the Marxists Internet Archive has many mistakes.
- Number of mark-up errors by subdirectory.
- Number of mark-up errors by message type.
Your "img" element may be missing a required "alt=" attribute:
- BEFORE: <img class="right" src="pics/lafargue.gif">
- AFTER: <img class="right" src="pics/lafargue.gif" alt="Paul Lafargue">
You might have spelled the name of an element incorrectly:
- BEFORE: <META NAME="author" CONTENT="Eleanor Marx">
- AFTER: <META NAME="author" CONTENT="Eleanor Marx">
You may be missing a quotation mark around an attribute value literal:
- BEFORE: <META NAME="description" CONTENT="Letters of Engels>
- AFTER: <META NAME="description" CONTENT="Letters of Engels">
Maybe your attribute value must be a literal unless it contains only name characters:
- BEFORE: <table border=0 cellpadding="3%" cellspacing="3%" width=80%>
- AFTER: <table border=0 cellpadding="3%" cellspacing="3%" width="80%">
Maybe your document has something after the closing HTML tag:
- BEFORE: </HTML> *Bismarck's Ani-Socialist law 1878-90</P>
- AFTER: </HTML>
Maybe everything is wrapped in a "font":
- BEFORE: <body> <font SIZE="4"> ... </font> </body>
- AFTER: <body> ... </body>
The document could have the wrong document type declaration:
- BEFORE: <!DOCTYPE HTML PUBLIC "-//IETF//DTD HTML//EN">
- AFTER: <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">

Somebody put more than one document into a file:

BEFORE:

...
</BODY>
</HTML>
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">
<HTML>
...

Perhaps you meant paragraph instead of unordered list:
- BEFORE: <UL>"a dangerous preoccupation
- AFTER: <P>"a dangerous preoccupation
Typos:
- '' or `` instead of double-quote
