16.I.1920

The Vecheka is to issue within three weeks detailed instructions not only governing the activities of the Transport Dept. of the Vecheka, but establishing strict responsibility of the Department’s agents for oversight and failure to report cases of sabotage or profiteering.

In particular the agents of the T.D. of the Vecheka must be in contact with the communist and trade union cells of the truly proletarian section of the railwaymen who do not abuse their position for the purpose of systematic blackmarketing.
