My wish to the newly-opened Azerbaijan State Bank is that it should be a firm bulwark of the New Economic Policy in the hands of the workers and peasants of the fraternal Soviet republic. The donation of 40 millions to the famine victims on the Volga and in Kurdistan is the best proof of the preparedness to march under the banner of the Red International of working people.
