Duma

Russian word for an elected municipal council under the Czars government. The establishment of the dumas were initially drafted by the Bulygin Commission. However, the duma under this draft had no powers whatever, and the revolting Russian people refused to accept it. On October 17, 1905 Tsar Nicholas II was obliged to issue the October Manifesto, declaring the establishment of a duma with legislative power and some control over the state budget and adminstration.
