Peking, May 31 (Hsinhua) – The world revolutionary and anti-imperialist centre has shifted from the Soviet Union to China, says an article in the April issue of the “Ad Hoc Bulletin”, organ of the Ad Hoc Committee for a Marxist-Leninist Party, U.S.A. The bulletin describes Comrade Lin Piao’s article “Long Live the Victory of Peoples War” as “the most historic and revolutionary document of this era,” according to a report from Washington.

The article says that the realities of our age have been conditioned by four historic events of this century: the imperialist war of 1914-1918, the great October Revolution, the anti-fascist war of 1939-1945, and the victory of the Chinese people’s revolution in 1949.

The article goes on, “The great October Revolution ushered onto the stage of history the first socialist state in the world. The heroic Soviet people, under the leadership of the great Soviet Communist Party, and the Chinese people, under the leadership of Comrade Mao Tse-tung, were the principal barrier along fascism’s road to the enslavement of the world.”

It continues, “China also embarked on the road to socialist construction with the completion of the great Chinese revolution in 1949. The impact of the Chinese revolution was felt across the world. It gave strength and direction to national liberation struggles which resulted in the creation of more than fifty new nations on the ruins of European colonial empires.”

The article says that shortly after the death of Stalin, the international revisionists led by Khrushchov betrayed the October Revolution. During this period, the world revolutionary and anti-imperialist centre shifted from the Soviet Union to China.

“By the example of the founding of the Chinese People’s Republic and the leadership of the Chinese Communist Party, joined by the heroic Albanian Party of Labour and other principled Marxist-Leninist movements throughout the world, the strength and unity of the former colonial peoples of Asia and Africa became the main bulwark against world reaction led by U.S. imperialism.”

The article makes a systematic refutation of the “new program” of the Communist Party of the United States. In its “new program” the leadership of the CP.U.S.A. follows the policies of the Soviet modern revisionists and peddles a whole set of revisionist ideas on the problems of nuclear weapons and nuclear war, of peaceful transition, of national liberation and of Vietnam. The “new program” “ideologically disarms the masses and it serves to dupe the people and dampen their militancy in the class struggle. This document is a clear manifestation of the political degeneracy of the pseudo Marxist-Leninists who supposedly lead the CP.U.S.A.,” the article says.

“The new Party program is a clear manifestation of the revisionist leadership’s final break with Marxism-Leninism. It is crystal clear that they are tools of U.S. imperialism. They stand as a roadblock to the revolutionary will of the masses; they subvert the laws of historical development given the world by the science of Marxism-Leninism. They are not Marxists but renegades who . . . have . . . transformed it (the Party) into an adjunct of monopoly-capital.”

The article continues that history “has more decisively confirmed the views and positions of the CP. of China and its allied defenders of Marxism-Leninism concerning the dispute over the nature of imperialism. Confirmed beyond doubt, too, is the Marxist assessment that imperialism is the single source of wars of exploitation and aggression, that such war will continue to plague and retard mankind so long as imperialism is allowed to exist.”

The article stresses that U.S. imperialism can certainly be defeated so long as the peoples of the world are mobilized for a resolute struggle against U.S. imperialism and all forces of world reaction.
