CPML of Argentina and CPML of the U.S. Sign Joint Communique

Recently, meetings were held between the Communist Party (Marxist-Leninist) of Argentina and the Communist Party (Marxist-Leninist) of the U.S. Proceeding in a warm and militant atmosphere, the talks resulted in a high degree of agreement on important questions discussed.

This meeting has been a step forward in strengthening the ties of proletarian internationalism not only between the Marxist-Leninist parties of Argentina and the U.S., but also between the movements of the working classes and broad masses of people of our two countries.

Both parties gave reports on the present state of the revolutionary struggle in their respective countries.

ARGENTINA

The CPML of Argentina informed the CPML of the U.S. about the struggle being waged by the Argentine people against the fascist military dictatorship of Videla. They also reported on the disappearance of Comrade Roberto Cristina, secretary of the Central Committee of the CPML of Argentina, and of Comrade Elias Seman, member of the Party Central Committee.

Today, the Videla dictatorship is the defender of the interests of the oligarchists, the big bourgeoisie, and the foreign monopolists, primarily the U.S. imperialists. The dictatorship has unleashed an unprecedented repression with the aim of wiping out the revolutionary, patriotic and democratic forces, and to place the entire weight of the economic crisis on the backs of the masses. More than 15,000 Argentinians have been assassinated since Videla seized power, and many more have disappeared or are being held in concentration camps.

However, the popular resistance is developing vigorously. In October 1977 big workers strikes in the railroad industry, on the docks, in steel, and other industries occurred.

Amidst the fascist terror, and heading up the people’s resistance, the CPML of Argentina has consolidated itself ideologically, organizationally, and politically, and has successfully expanded its roots among the masses.

The CPML of Argentina supports the masses and struggles to unite all the patriotic and democratic forces in a broad, anti-dictatorial united front. The CPML of Argentina will struggle to raise the present popular resistance and will lead it to the creation of armed popular insurrection, which will assure the victory under the three great banners of:
1) Down with the Dictatorship!
2) For a Government of Anti-Dictatorial Forces which will defend national sovereignty and assure the democratic rights and well-being of the people!
3) For a Democratically Elected Constituent Assembly!

The CPML of Argentina informed the CPML of the U.S. that in recent years the social-imperialist penetration of Argentina has intensified, and that presently Soviet social-imperialism and its local lackeys, the Argentine revisionist party, are supporting the fascist dictatorship, which they have characterized as a “moderate government.” The CPML of Argentina reported that, while struggling against the dictatorship and its principal supporter, U.S. imperialism, it is also opposing and combatting the Soviet penetration and its Argentine lackeys.

THE U.S.

The CPML of the U.S. gave a report on the state of the class struggle inside the U.S.

The people of the U.S. have the historic mission of overthrowing the U.S. imperialist bourgeoisie and thus putting an end to U.S. imperialism, which is one of the two main enemies of the peoples of the world. The struggle of the U.S. working class is for socialism and the dictatorship of the proletariat.

Today, the U.S. working class and nationally oppressed peoples are suffering under the yoke of the worst imperialist crisis in 30 years, with almost 10 million people unemployed. Those who are employed are subject to steadily worsening conditions including speed-up, sub-employment, wage-cutting and strikebreaking.

The Afro-American, Puerto Rican, Chicano, Native American and other nationally oppressed people are suffering the most severely from the political and economic effects of the present crisis.

The imperialists are confronted with the rising resistance of the people, as was recently demonstrated in the 110-day-long coal miners’ strike, in which the miners stood up to open government intervention and the threat of armed repression.

A broad movement is developing in the masses to fight against the imperialist crisis and the threat of a new world war. This movement is gathering strength as the crisis deepens.

After 20 years without a communist party to lead its struggle, the U.S. working class has recently regained its party, with the establishment of the CPML of the U.S. one year ago. The CPML is striving to root itself in the masses and to give revolutionary leadership to the working class and oppressed people in the struggle to overthrow the U.S. imperialists and establish socialism.

Our movement, the CPML of the U.S. said, is aided by the heroic struggle of the Argentine people against U.S. imperialism. The Argentine workers in particular have dealt many sharp blows against U.S. multinationals such as Ford, GM, Armour, Corning and others, which directly oppress and exploit both the Argentine and the U.S. workers. The struggle of the Argentine people is a component part of the third world movement, which today is playing the main role in the anti-superpower struggle.

The CPML of the U.S. resolutely condemns and will always fight against U.S. imperialism’s exploitation, plunder and suppression by both superpowers against the masses and its support for the Videla dictatorship. The CPML of the U.S. works to expose the Carter administration’s phony “human rights” campaign, which, along with the similar ploy of Brezhnev, is only a cover for the bloody suppression of both superpowers against the masses.

INTERNATIONAL SITUATION

Concerning the current world situation and the tasks which it presents, the CPML of Argentina and the CPML of the U.S. have agreed on 11 points.

1. Today the two superpowers, the U.S. and the USSR, constitute together the main enemies of the peoples of the whole world.

2. Of the two superpowers, the USSR is today the rising, more aggressive and most dangerous superpower. U.S. imperialism, although in decline, has not changed in its fundamental imperialist nature nor abandoned its hegemonic ambitions.

3. The USSR today constitutes the main source of a new world war. Our parties both denounce the myth of “detente” and denounce the frantically accelerating war preparations of the two superpowers.

4. Today Cuba, which has become a colony of Soviet social-imperialism, is playing the role of gendarme of Soviet social-imperialism in its offensive in the third world.

5. Internationally the main blow of the world’s people must be directed against the Soviet Union, which is waging a reactionary offensive in many parts of the globe, from Indochina to the African Horn to Eastern Europe.

6. The third world constitutes the main force opposing imperialism and hegemonism worldwide. Unity of the peoples and countries of the third world and unity between the second and third world countries constitutes a severe blow to superpower hegemonism and aggression.

7. Both parties hold that, in order to defeat the two superpowers, it is necessary to build the broadest possible international united front against them and against their hegemonism, aggression, and war preparations.

8. Both parties resolutely adhere to the Theory of Three Worlds, the scientific analysis of today’s international situation formulated by Comrade Mao Tsetung. This is a Marxist-Leninist class analysis which completely conforms to today’s concrete conditions and which gives tactical and strategic guidance to the world struggle of the proletariat and oppressed peoples.

9. Both parties view as highly favorable the present world situation. Both our parties salute, in particular, the great victories of the socialist revolution in the People’s Republic of China, especially the smashing of the counter-revolutionary “gang of four,” and the recent successful conclusion of the Eleventh Congress of the Communist Party of China and the Fifth National People’s Congress, and the launching of China’s “New Long March” to socialist modernization, which are being carried out under the leadership of Chairman Hua Kuo-feng and the Communist Party of China. These are victories not only for the Chinese people, but for the revolutionary people of Argentina, the U.S. and the whole world. Both our parties support the just struggle of the Kampuchean people headed by the Communist Party of Kampuchea and its leader, Comrade Pol Pot, for sovereignty, national independence, and socialism, and against the Vietnamese aggression which is carried out at the instigation of the Soviet social-imperialists.

10. Mao Tsetung was the greatest Marxist of our time, and both of our parties consider as a matter of highest principle the defense of Mao Tsetung Thought as a classical component of Marxism-Leninism. Mao Tsetung made numerous brilliant contributions to the treasury of Marxism-Leninism, the science of liberation. Both our parties are striving to apply this science to the concrete conditions of the revolutionary struggle in our respective countries.

11. Our two parties, the CPML of Argentina and the CPML of the US., pledge to work to strengthen and to cherish the unity of the international communist movement, and to deepen the ties of proletarian internationalism which bind us together. We will oppose any and all attempts to break or weaken the unity of our movement, for such attempts only benefit imperialism, social-imperialism, revisionism and reaction. We will continue to aid each other, learn from each other, and support the struggles of each other’s peoples.

CONCLUSIONS

Today the people of the U.S are struggling inside the heart of one of the two imperialist superpowers, which are the worst exploiters and oppressors of the people of the world. The Argentine people are suffering under the yoke of fascist dictatorship, which they are heroically resisting with all their strength. Both our peoples are great peoples who have a long history of struggle, a common cause, and common enemies. The struggles of the people of Argentina, who are exploited and oppressed mainly by U.S. imperialism, and of the U S. aid and support each other and weaken our common enemy.

Despite the bitter conditions under which the Argentine people’s struggle is being carried out, its victory is assured. It has won the support of the peoples of the world, including the U.S. In both our countries, the communists are being tested and tempered in the heat of class struggle.

Both our parties stressed the necessity of the closest cooperation and solidarity, that can never be broken no matter what hardships may lie ahead. The fraternal relations between our two parties are based on proletarian internationalism and on adherence to the principles of Marxism-Leninism and the great contributions of Mao Tsetung Thought to the theory of the proletariat; and upon independence, equality and mutual support for the revolutionary struggles of the peoples of our two countries. Both our parties pledged to likewise strengthen our relations with genuine Marxist-Leninist parties and organizations the world over.
