I hope that the Academy of Science of the U.S.S.R. will place itself at the head of the movement of innovators in the fields of science and production, and will become the centre of advanced Soviet science in the far-reaching struggle against the most ferocious enemy of our people and of all peace-loving peoples (Incomplete in Russian original.)

The government of the Soviet Union attests its conviction that in the dark times of the great patriotic war of the Soviet people against the -occupying Germans, the Academy of Science of the U.S.S.R., under your direction, will perform with honour its great patriotic duty before the Motherland.
