Chapter 6: Resist the attacks of the capitalist state

The monopoly capitalists will never give up state power of their own accord. They suppress the struggles of the people the first chance they get and are nervous when they see the people discussing political affairs and organising themselves. For this reason they have devised all their laws, courts and police forces to attack anyone who is a threat to their rule.

The monopoly capitalist class hates the party of the proletariat more than anything else. They are very conscious of the importance of the Communist Party to the people’s struggle. They know that without a Communist Party the people are divided and are not ready to fight. They know that as long as there is no party, they can use one section of the, people against another by making use of differences among the people or by making minor concessions here and there. But once the party is built and develops its correct policies and programmes (its political line and its revolutionary practice), popularises this among the people and organises them, then the people become united and are in a good position to defend themselves against the attacks of the state machine.

It is for this reason that the monopoly capitalists direct their attacks first against the Party and then against the practical application of the Party’s policies and programmes. If we want to oppose the bourgeois dictatorship and serve the people we must defend the political line of the Communist Party.of Canada (Marxist-Leninist). It is by fighting on this point, that it is our basic right to politically organise the people at the place of work, in the communities and in the educational institutions, that we will weaken the monopoly capitalist class and strengthen the Party among the masses.

Without building active resistance to the attacks of the capitalist state we have nothing, for, no matter how correct the political line of the Party is, if it is not defended, the bourgeoisie would not only use fascism to stop the political work of the Party, but would consolidate its position and institute all sorts of fascist rules and regulations against the people.

The bourgeoisie can only exercise its dictatorship if we submit to it. As soon as even a single revolutionary stands up to oppose this dictatorship and refuses to capitulate, the reactionaries are bound to suffer a defeat. It is the experience of the Party that the bourgeoisie does not mind some “rebellion” if the “rebels” know when “enough is enough”. If at this point the “rebels come to their senses” and obey the laws of the bourgeoisie, all is forgiven and forgotten. Pierre Vallieres in Quebec is an example. However, if at the crucial point, the revolutionary people persist and do not capitulate, the whole superstructure of the bourgeoisie comes tumbling down and revolution is consolidated. Either the capitalists retreat (that is, “give” the democratic rights back to the people and temporarily cease their fascist attacks), which is a victory for the people, in the short term, or they continue their attacks and escalate them, giving rise to even more massive opposition. This can only lead to mass resistance and insurrection and the overthrowing of the reactionary authorities in the local area or in the country as a whole.

The revisionists, social-democrats and trotskyites refuse to implement the line of active resistance to fascism. Because the communist revolutionaries totally oppose and struggle against the bourgeois state machine and refuse to capitulate to it, they are labelled “adventurists”, “martyrs”, and “provokers of fascism”.

These counter-revolutionaries practise active collaboration with fascism under one hoax or another (they say: “the conditions are not ripe”, “we are more useful outside of jail than inside” a line which was also given by an Ontario Supreme Court Justice to a communist revolutionary before that court). Whenever this line has taken over the working class movement, it has led directly to the consolidation of fascism and serious setbacks for revolution have occured. This was so in Germany in the 1930s where the social-democrats handed state power to Hitler in 1933, thus creating the conditions for the slaughter of German workers and making it necessary to fight World War II at the cost of a great number of lives. This was so in North America when the Canadian and American revisionists abjectly capitulated to the anti-communist crusades of McCarthy and Duplessis. This capitulation allowed the imperialists to consolidate widespread anti-communist ideas among the people, and it gave the U.S. imperialists free rein in running wild all over the world with little organised revolutionary opposition to them in the U.S. and Canada.

With the rise of the Communist Party of Canada (Marxist-Leninist), the large scale dissemination of Marxism-Leninism was taken up once again. This led to a massive upsurge in the resistance movement. During 1968, a fierce battle took place amongst the masses against the fascist alliance of police, fascists and social-fascists on the ideological front. This denunciation brought new vigour to the progressive people, and they were repeatedly warned to desist from their activities. During 1970, an active resistance movement was launched against the counter-revolutionaries. The two currents of 1) Uniting the people by exposing the holy alliance of fascists; serial fascists and police on the ideological front, and 2) Waging an active resistance movement and building revolutionary area committees in many areas to hit back at the enemy, began preparing conditions for people’s war against U.S. imperialism and Anglo-Canadian colonialism.

Hundreds of young communists have fought gloriously against police attacks over the last five years. Every heroic struggle fought on the street corners on the campuses or in the courts and jails, has meant a set-back for the reactionaries and a road-block to the development of fascism in Canada. These struggles have, above all, released the anti-fascist initiative of the masses, shown them a way forward and broken up the defeatism and capitulationism spread by the holy alliance of the “left”. They have also brought about the slow collapse of Cold War ideology and anti-communist ideas and recreated an atmosphere of contention of ideas and political struggle in the society. These struggles have sparked a great stirring in the soul of the Canadian working class, a deep interest in finding out what the ruling class is so viciously trying to repress. This will lead to an eruption which will sweep aside all the arbitrary laws of the bourgeoisie and to a revolutionary resistance movement which will eventually overthrow the Canadian monopoly capitalist class once and for all.

Sensing its doom, the bourgeoisie has recently escalated its attacks against members and supporters of the Communist Party of Canada (Marxist-Leninist). The government is daily suppressing the struggle of the working people by the use of injunctions, armed goon squads, strike breakers, its police and armed forces. To stop these attacks and to force the monopoly capitalist class into a defensive position, we must fight fascism through active resistance and rely on the masses of people by taking the political line of the Party into the place of work, into the communities and into the educational institutions and never giving up this right under any conditions.
