We the Red Guard want an end to the exploitation of the people in our community by the avaricious businessmen and politicians who are one of the same. We want an immediate end to the brutal harassment of our people by the racist pig structure. We dedicate ourselves in exposing the ruthless landlords and businessmen who oppress the Chinese people. Jobs and inadequate medical facilities do not meet the needs of our people and we will work with determined people to institute reforms. Relevant education and decent housing are among the other immediate goals which the poor Chinese people are striving for. Chinatown must not remain the same economically and culturally backward community it is. Now is the time for change! The people shall be freed from the wraths of the oppressors. We should rid our ranks of all impotent thinking. All views that over-estimate the strength of the enemy and underestimate the strength of the people are wrong. The oppressed peoples and nations must not pin their hopes for liberation on the sensibleness of imperialism and its lackeys. We will only triumph by strengthening our Unity and persevering in our struggle.
1. We want freedom. We want power to determine the destiny of our people, the Yellow Community.
We believe that Yellow people will not be free until we are able to determine our destiny.
2. We want decent housing, fit for shelter of human beings.
We believe that if the white landlord will not give decent housing to our Yellow community, then the housing and the land should be made into cooperatives so that our community, with government aid, can build and make decent housing for its people.
3. We want education for our people that exposes the true nature of this decadent American society. We want education that teaches us our true history and our role in the present-day society.
We believe in an educational system that will give to our people a knowledge of self. If a man does not have knowledge of himself and his position in society and the world, then he has little chance to relate to anything else.
4. We want all Yellow men to be exempt from military service, believe that Yellow people should not be forced to fight in the military service to defend a racist government that does not protect us. We will not fight and kill people of color in the world who, like Yellow people, are being victimized by the white racist government of America. We will protect ourselves from the force and of the racist military, by whatever means necessary.
5. We want an immediate end to POLICE BRUTALITY AND MURDER of Yellow people.
We believe we can end police brutality in our Yellow community by organizing self-defense groups that are dedicated to defending our Yellow community from police oppression and brutality. The Second Amendment to the Constitution of the United States gives a right to bear arms. We, therefore, believe that all Yellow people should arm themselves for self defense.
6.We want freedom for all Yellow men held in federal, state, county and city prisons and jails.
We believe that all Yellow people should be released from the many jails and prisons because they have not received a fair and impartial trial.
7. We want all Yellow People when brought to trial to be tried in court by a jury of their peer group or people from their Yellow communities, as defined by the Constitution of the United States.
We believe that the courts should follow the United States Constitution so that Yellow people will receive fair trials. The 14th Amendment of the U.S. Constitution gives a man a right to be tried by his peer group. A peer is a person from a similar economic, social, religious, geographical, environmental, historical and racial background. To do this the court will be forced to select a jury from the Yellow community from which the Yellow defendant came. We have been, and are being tried by juries that have no understanding of the “average reasoning man of the Yellow community.”
8. We want adequate and free medical facilities available for the people in the Yellow community.
We know that Chinatown has the highest density area next to Manhattan. It also has the highest TB and sickness rate in the nation.
9. We want full employment for our people.
We believe that the federal government is responsible and obligated to give every man employment or a guaranteed income. We believe that if the white American businessman will not give full employment, then the means of production should be taken from the businessmen and placed in the community so that the people of the community can organize and employ all its people and give a high standard of living.
There are thousands of immigrants coming into Chinatown every year and it is almost impossible for them to find gainful employment.
10. We demand that the United States government recognize the People’s Republic of China.
We believe that MAO TSE-TUNG is the true leader of the Chinese people; not CHIANG KAI SHEK. The government of the United States is now preparing for war against the Chinese People’s Republic and against the Chinese people. The racist government of the United States has proven that it will put only peoples of color in concentration camps, Japanese were placed in concentration camps; therefore, it is logical that the next people that will be going are the Chinese people; because the United States is gearing it’s war time industrial complex for war against China.
It is stated in the Declaration of Independence that ...“all men are create equal; that they are endowed by their Creator with certain unalienable rights that among these are life, liberty, and the pursuit of happiness. That, to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed; that, whenever any form of government becomes destructive of these ends, it is the right of the people to alter or abolish it, and to institute a new government, laying its foundation on such principles, and organizing its powers in such forms, as to them shall seem most likely to effect their safety and happiness.”
OUR LEADER MAO TSE-TUNG STATES:
“The Socialist system will eventually replace the Capitalist system; this is an objective law independent of Man’s will. However much the reactionaries try to hold back the wheel of history, sooner or later revolution will take place and will inevitably triumph.”
Every member of the RED GUARD throughout this country of racist America must abide by these rules as functional members of this party. CENTRAL COMMITTEE members, CENTRAL STAFFS, AND LOCAL STAFFS, including all Captains subordinate to either national, state, and local leadership of the RED GUARD will enforce these rules. Length of suspension or other disciplinary action necessary for violation of these rules will depend on national decisions by national, state, or state area, and local committees and staffs where said rule or rules of the RED GUARD WERE VIOLATED.
Every member of the party must know these verbatim by heart. And apply them daily. Each member must report any violation of these rules to their leadership or they are counter-revolutionary and are also subject to suspension by the RED GUARD.
1. For all meetings, everyone must attend and be on time. (Penalties will be enforced severely if there is no legitimate excuse.)
2. Those not employed, must report daily to receive assignments and to submit Daily Reports. Those who are employed, must submit a weekly report, and receive new assignments.
3. All special and emergency meetings must be called through the CENTRAL COMMITTEE members only.
4. Party members cannot be so HIGH to the point that they cannot function properly.
5. Party members cannot have narcotics or weed in his possession while doing party work.
6. Party members should not carry any form of weapon which can get you busted unless assigned.
7. Party members must not use, point, or fire a weapon of any kind at any one except the Enemy.
8. Anyone outside the party that wants information must be referred to the OFFICER OF THE DAY (It will be posted on who OD is.)
9. Party members must not commit any crimes against other party members or YELLOW people at all, and endanger or jeopardize themselves or the party.
10. When arrested give only name and address. Anything else said or signed will be used against you.
11. All members must attend POLITICAL EDUCATION CLASSES, MEETINGS and ACTIVITIES.
12. Any person that wants to join the RED GUARD will undergo a six-month BASIC TRAINING program. Acceptance to Party Membership will be decided by the REVIEW BOARD after basic training.
1. Speak politely
2. Pay fairly for what you buy.
3. Return everything you borrow.
4. Pay for anything you damage.
5. Do not hit or swear at people.
6. Do not damage property or crops of the poor, oppressed masses.
7. Do not take liberties with women.
8. If we ever have to take captives do not ill-treat them.
1. Obey orders in all your actions.
2. Do not take a single needle or a piece of thread from the poor and oppressed masses.
3. Turn in everything captured from the attacking enemy.
