Agit-Prop Report

Since the second national busing leaflet was sent out in late August, distribution reports have been received from less than 20% of the Areas. Of this 20% only one – San Jose – sent in reports every week, even when they have not distributed any leaflets that week. This situation cannot continue. Every area must begin immediately to send in these reports with the regularity and comprehensiveness that characterizes San Jose.

Over the past three months, the leaflets, newsletters, caucus and shop papers, and other materials sent in to the Agit-Prop Commission have also fallen off to almost nothing. Comrades! This is a serious political problem that must be corrected immediately. It is the content Of the leaflets, shop papers, and other agitation and propaganda put out by the comrades in the Areas that tells the comrades in the Center how the struggle is really progressing. How else would it be possible to know how the campaigns for jobs, for peace, for busing and against the KKK and the Nazi Party are really being conducted on a day-to-day basis throughout the Party?

These materials also help the Center to see what the comrades understand well and where more study and/or political struggle is needed. An example of this is the leaflets put out for Negro Nation Day. At least 90% of the leaflets received by the Agit-Prop commission lacked a correct explanation of why we celebrate June 19th as Negro Nation Day. This tells the Center comrades that here is a lack of understanding around this point and that an adequate explanation of the significance of this day was probably not getting out to the class. Armed with this knowledge, the Center can then move to correct this situation before next year!

Comrades. As we approach the Second Congress, we are entering a new period of the development of our Party. One characteristic of this new period must be a Bolshevization of all the comrades. One aspect of this Bolshevization is a strict, disciplined approach to the tasks before us, including that of maintaining regular and complete communication between the Center and the Areas through reports and other materials. Without this practical implementation of Lenin's transmission belt, we cannot hope to accomplish our historic task of organizing and leading the working class in its fight against Fascism and for the building of Socialism under the dictatorship of the proletariat.
