Resolution on Peace

Capitalism is a system based upon exploitation. Violence, repression and war are necessary to maintain that exploitation. The causes of the current conflicts between USNA imperialism and the socialist world on the one hand and USNA imperialism and the neo-colonies on the other is objective. It lies in the desperate attempt by imperialism to try and stop the historic transition to socialism on a worldwide basis.

The development of more advanced strategic nuclear weapons, the Strategic Defense Initiative (“Star Wars”) and the deployment of Cruise and Pershing missiles are an integral part of a grand strategy to provide a nuclear shield for conventional military intervention in the neocolonial world. They are simultaneously a means of subsidizing USNA industry, militarizing the USNA economy and forcing an economically destructive arms race upon the socialist world.

The revisionists in the CPSU and the CPUSA reduce the question of peace to finding areas of agreement for reduction of nuclear armaments between the USNA and the USSR. Their position is that there is no irreconcilable conflict between the two that cannot be solved by negotiations.

We reject these assertions by the revisionists as unscientific and therefore harmful to the working class of the world and to the cause of peace. World peace will be the result of the revolutionary transformation of capitalism into socialism. We support negotiations and treaties as a tactic in the process of this transition, but reject it as a strategy for peace.

Therefore, our commitment to peace must be expressed in tactics which stay the hand of USNA imperialism through the broadest possible movement for peace. Lasting peace will be achieved through the seizure of state power by the revolutionary working class in the USNA.
