    Your 100, April 15, 7 p.m. In regard to aid by military attache and referring to Department's 49, April 5, 8 p.m., this Government is not prepared to enter into formal engagement with Soviet government which it does not recognize, nor is it now in position to give effective military support. There is however no objection to military attache's lending such assistance as you deem in accord with spirit of the Department's instructions to you.
