Opening Remarks on Behalf of the Central Committee of the Communist Party of Canada (Marxist-Leninist)

November 11, 1977

Dear Comrades,

We have gathered here after a period of close to eighteen months since the Fourth Consultative Conference in order to discuss the burning issue of our time, the Unity of the International Marxist-Leninist Communist Movement. During this period several important events have taken place internationally. Chairman Mao Tsetung’s death was a great loss to the international proletariat, to the International Marxist-Leninist Communist Movement and to the revolutionary forces of the world. Soon after his death, the right opportunists took over the leadership of the Party and the state in China and began creating public opinion for capitalist restoration at home and capitulation to imperialism, headed by U.S. imperialism and Soviet social-imperialism. Under the pretext of opposing certain leaders of their Party at homeandsupportingthe“theoryof three worlds” abroad, these right opportunists launched the most pernicious attack on Marxism-Leninism and proletarian internationalism. Immediately after the rightist take-over in the People’s Republic of China, the glorious Party of Labour of Albania held its Seventh Congress which boldly defended Marxism-Leninism and proletarian internationalism, denounced the “theory of three worlds” as anti-Leninist and called upon all the genuine Marxist-Leninists of the world to unite and defend the purity of the principles of Marxism-Leninism and proletarian internationalism. The Report delivered by Comrade Enver Hoxha to the Seventh Congress of the Party of Labour of Albania is an important Marxist-Leninist classic. It is the theory and practice of communism. With this document, Comrade Enver Hoxha has taken up the historic task of leading the International Marxist-Leninist Communist Movement. Our Party held its historic Third Congress in February-March 1977. This signalled the victory of Marxism in Canada and was a big blow to international opportunism. Our Party sent a delegation to the People’s Socialist Republic of Albania at the invitation of the Party of Labour of Albania. This was a historic moment for our movement and provided tremendous support to our work.

Soon after the Seventh Congress of the Party of Labour of Albania, eight Latin American parties issued the Joint Statement of the Marxist-Leninist Parties of Latin America. This declaration was a big blow to modern revisionism and all its currents and to opportunism of all hues. Inspired by the Seventh Congress of the Party of Labour of Albania, and led by their own Marxist-Leninist parties, the Marxist-Leninists in Germany, Greece, Italy and Portugal organized militant Internationalist rallies to which the other Marxist-Leninist parties were invited. The Internationalist rallies were a tremendous advance for the unity of the I nternational Marxist-Leninist Communist Movement. At the beginning of this month, five Marxist-Leninist communist parties issued the Joint Statement of Five European Marxist-Leninist Communist Parties which analyzed the concrete conditions prevailing in their own European countries and the international situation and provided revolutionary strategy for their work. These five European Marxist-Leninist communist parties, the Communist Party of Germany (Marxist-Leninist), the Communist Party of Spain (Marxist-Leninist), the Communist Party of Greece (Marxist-Leninist), the Communist Party of Italy (Marxist-Leninist) and the Portuguese Communist Party (Reconstructed), have been established in the heat of class struggle against modern revisionism and all its currents and against opportunism of all hues. The Joint Statement expresses the determination of the five parties to defend the purity of Marxism-Leninism and the principles of proletarian internationalism.

Beginning with the Report delivered by Comrade Enver Hoxha to the Seventh Congress of the Party of Labour of Albania, the Party of Labour of Albania carried out sustained and vigorous struggle against modern revisionism and all its currents and against opportunism of all hues. The Party of Labour of Albania used the pages of its organ, Zeri i Popullit, to further sharpen the ideological struggle against modern revisionism and all its currents and opportunism of all hues. On July 7, Zeri i Popullit carried the editorial entitled “The Theory and Practice of Revolution” against the anti-Leninist “theory of three worlds” which was a big blow to the anti-Leninist “theory of three worlds” and the new opportunist trend emerging on that basis. The life and work of the Party of Labour of Albania since the Seventh Congress have provided great encouragement and strength to the International Marxist-Leninist Communist Movement. The Party of Labour of Albania has used the forums of the congresses of their mass organizations to strengthen the unity of the Marxist-Leninists and other revolutionary forces. The Party of Labour of Albania sent its representatives to the Internationalist rallies in Portugal and Rome which was a great contribution to the unity of the International Marxist-Leninist Communist Movement. The bilateral and multilateral discussions between fraternal parties, the issuing of Joint Statements, the holding of Internationalist rallies and the development and consolidation of fraternal relations on the basis of Marxism-Leninism and proletarian internationalism are great developments which are having a tremendous positive effect on the building of the unity of the International Marxist-Leninist Communist Movement.

In our work, we have stood steadfast in defence of the purity of Marxism-Leninism and proletarian internationalism, have provided unwavering support to other fraternal parties and have firmly supported the Party of Labour of Albania, which inspires revolutionary enthusiasm in us. We have resolutely acclaimed the Seventh Congress of the Party of Labour of Albania and the Report delivered to it by Comrade Enver Hoxha and we have acclaimed the leadership of Comrade Enver Hoxha. We have reprinted important documents from the work of the PLA and the speeches of Comrade Enver Hoxha and we have popularized on a large scale the important work of the fraternal parties. Much progress has been made since the Fourth Consultative Conference in the work of popularizing correct ideological-political line and in defending Marxism-Leninism and proletarian internationalism. We are now currently engaged in printing the Selected Works of Enver Hoxha in Five Volumes which, to our estimation, fulfils the need of the masses for the works of Comrade Enver Hoxha.

Today, all across Canada, the basic organizations of our Party and the Party’s leading bodies are engaged in defending Marxism-Leninism and proletarian internationalism in concrete terms. Since its founding, our Party has always upheld the thesis that Marxism-Leninism is defended and its purity maintained in concrete work and in the practical life of the working class movement, that Marxism-Leninism is the guide to our work, the guide to the working class movement, the theoretical foundation and guide of proletarian revolution, the guide to the revolutionary movement of the proletariat against the double exploitation by the Canadian and American bourgeoisie. Marxism-Leninism is the resolute and sound basis of overthrowing capitalism and the monopolies through violence. Marxism-Leninism is an indispensable theoretical weapon against the shifting of the burden of the economic crisis onto the backs of the working class. It is the inspirer, organizer, clarifier and unifier of the advanced sections of the proletariat. The revolutionary spirit that is imbued by following Marxism-Leninism as a guide to action, the hope for the future that it inspires in the proletarians, the path of revolution that it opens up and the scientific basis it provides for social development is very, very precious to the future and destiny of the entire mankind.

The application of Marxism-Leninism to the concrete conditions of Canada is taken up as a practical question all across the country. The issue is taken up in the basic organization, the foundation of the Party and the basic organ of leadership of class struggle in Canada. All across the country, the comrades are discussing the question of building the basic organization, developing its leading role in class struggle, consolidating its fighting ability and the recruitment of new members into the Party, their training and deployment in class struggle. This question is taken up at this point as the essential and decisive work for the preparation of the working class for the seizure of state power. Any relaxation in this work or any serious mistakes will damage the historic task of preparing the working class for the seizure of state power.

The Bolshevization of the Party requires intense, unwavering and sustained activity on several fronts. The defence of the purity of Marxism-Leninism against all forms of revision, distortion and emasculation, the determined fight to apply Marxism-Leninism to the concrete conditions, the building of the Party in the class by making every factory the fortress of communism and by making the ordinary proletarians, imbued with Marxism-Leninism, the mainstay of the Party, the resolute participation in the economic struggle and providing it with Marxist-Leninist consciousness, organization and militancy, the merciless exposure of the labour-fakers, labour aristocrats and revisionists and opportunists of all hues, the linking of the work of the Party with all sections of society in order to take Marxist-Leninist politics in all directions and to support the popular masses in their struggle against the shifting of the burden of the economic crisis onto their backs, are all different aspects of the Bolshevization of the Party. The political exposures of imperialism led by the two superpowers, their alliances and their schemes, the political exposures of the bourgeoisie in Canada and the building of political opposition is part of the Bolshevization of the Party. No longer is this work being carried out in fits and starts. Our Party does not permit the going from event to event and is opposed to the launching of superficial campaigns. All this work and the work of supporting the oppressed nations and people and of supporting the new democratic revolutions, etc., is carried out systematically and in a planned fashion. Tasks are chalked out for a period of time and it is those tasks which are executed. The summation of the work is carried out so as to determine the extent of the victory of the work and to establish future guidelines. This entire activity is resolute and sustained activity. It is defended with the very lives of the revolutionary communists, who, under the leadership of the Party are inspired, organized and vitalized by the immortal theory of Marxism-Leninism and the principles of proletarian internationalism. A New Man is in the making. The Communist Man. The Death-Defying Man. The kind of man who stormed the heavens in the uprising of the Paris Commune. The kind of man who shook the world in the Great October Revolution, who put out of action Italian fascism, German nazism and Japanese militarism. The kind of man who overthrew the three mountains oppressing the great Chinese people, the kind of man of liberated Albania and the kind of man who is today in the thick of struggle to put an end to imperialism, led by the two superpowers, to all exploitation of man by man and to all reactionary, retrogressive and backward social, political and ideological systems. Our work, the work of the basic organizations of our Party, the work of our Party’s leading bodies, the work of our Party members, is part of the work of this man.

Our Party was founded in 1970 in the thick of class struggle. Our Party was founded to oppose modern revisionism and all its currents and opportunism of all hues. Our Party was founded to wage class struggle against the main enemies of the working class and to overthrow capitalism and imperialism, overthrow the dictatorship of the bourgeoisie and to establish socialism. During this short period of seven years, we have defended our mission at any cost to ourselves. During this short period of seven years, we have defended our Party at any cost to ourselves. During this short period of seven years, we have defended the purity of Marxism-Leninism and the principles of proletarian internationalism at any cost to ourselves. It is this correct resolve and orientation with which the Party imbues us, that is responsible for the building of the Party and is leading to its Bolshevization.

Against this work of the Party, against Marxism-Leninism and proletarian internationalism, there was in existence the “Communist” Party of Canada, a revisionist party, a party of counter-revolution and of the bourgeoisie, a special detachment of imperialism, led by U.S. imperialism and Soviet social-imperialism. Our Party fought against this modern revisionist party, militantly and with a high level of Marxist-Leninist consciousness and organization. This modern revisionist party, with the support of the trotskyists and other opportunist sects (which formed a holy alliance of revisionists and opportunists of all hues with the police) and, of course, incited by the reactionary bourgeoisie, tried to stop the establishment, growth and consolidation of our Party. By using the method of the agents provocateurs and saboteurs that they are, and by advocating the “peaceful and parliamentary road to socialism”, they slandered our Party and its leadership. We fought them tooth and nail. We became stronger in the course of this struggle. Now, a new opportunist trend has joined in, with its theoretical base in the anti-Leninist “theory of three worlds” and with the sympathy and support of imperialism, led by the two superpowers. This trend, which was a dormant current before, pretending to be “Marxist-Leninist”, is active today against Marxism-Leninism and proletarian internationalism. Our Party is resolutely opposed to this trend and considers it to be a counterrevolutionary trend of agents provocateurs and saboteurs. Our Party will continue its determined struggle against modern revisionism and against all its currents and against opportunism of all hues.

At this time, we take the opportunity to welcome all our fraternal comrades, the keynote speakers for the Closing Rally and our comrades from across Canada. Permit me to introduce to you our fraternal comrades from the United States with whom we have shared weal and woe in the struggle against imperialism led by the two superpowers, against modern revisionism and all its currents and against opportunism of all hues.

We welcome all our comrades to the Fifth Consultative Conference and we are certain that this Conference will contribute tremendously to the struggle against imperialism, led by the two superpowers, against modern revisionism and all its currents and against opportunism of all hues and against all reaction.
