Will you please take all measures to speed up delivery to the Caspian Sea of naval vessels of all suitable types.[1]

V. Ulyanov (Lenin)
Chairman, C.P.C.

Notes

[1] This was written in connection with a letter sent to the Naval Board by the Bureau of Supply of the North Caucasian Military District, requesting urgently to dispatch to the Caspian Sea and river Kura 8–10 motor vessels, which were to be put at the disposal of the Baku Council of People’s Commissars. The letter specified the types of vessels, which were to be equipped with ordnance and machine-guns, and also with spare parts for the engines.
