Comrade Sereda,[1]

The bearers are members of the Land Department of the Moscow Gubernia Soviet, Please receive them—the matter   is an important one. I think the “state farms” and the communes should be merged. Practical measures for assistance and control should be discussed. Try to help with tractors.


P.S. Discuss whether a decree of the C.P.C. is needed for Moscow Gubernia. Please make haste.
