Comrade People’s Commissar for Internal Affairs

Representatives of Putivl Uyezd, Kursk Gubernia, are complaining about the elections. Re-elections to the Soviets are required in accordance with the law. Please reply to me what you have done—made an inspection, a check-up, issued an order, of what kind? etc.
