Comrade Avanesov,

Comrade Chutskayev has agreed, by way of exception, to issue here 36 million bank-notes (of those appropriated) for the People’s Commissariat for Posts and Telegraphs to the Nizhni-Novgorod Radio Laboratory.[1]

I request you to give permission, because I believe this is a very important and urgent matter.
