I can give no reply without convening the Political Bureau. I advise that you immediately submit a concrete proposal and at once table it for the Political Bureau, or act independently on the basis of the powers conferred on Stalin, or else expedite your coming to Moscow to settle the entire Caucasus question as a whole. In any case, the bringing up of reinforcements should be intensified and speeded up. Communicate your exact opinion.
