Comrade Osinsky shall be authorised, together with the entire Board of the People’s Commissariat for Agriculture, to draft and submit to the Council of People’s Commissars and the next session of the All-Russia Central Executive Committee regulations governing both the commissariat in general and providing specially for broader and more systematic co-operation in the work by agricultural experts.[2]

[1] Lenin’s motion was adopted by the Politbureau on January 4, 1921.

[2] At the Second Session of the All-Russia Central Executive Committee of the Eighth Convocation (March 19-20, 1921) the question of the People’s Commissariat for Agriculture was not discussed. The session dealt with the question of regulations governing the people’s commissariats. In the decision on this question the ultimate date was fixed for submitting to the Presidium of the All-Russia C.E.C. for approval regulations governing the people’s commissariats and their agencies.
