Congresses of the Austrian Social-Democratic Party

September 24-29, 1899

The national question was the chief item on the agenda. Two resolutions expressing different points of view were submitted to the Congress:

(1) the resolution of the Party's Central Committee supporting the idea of the territorial autonomy of nations, and
(2) the resolution of the Committee of the South-Slav Social-Democratic Party supporting the idea of extra-territorial cultural-national autonomy.

The Congress unanimously rejected the programme of cultural-national autonomy, and adopted a compromise resolution recognising national autonomy within the boundaries of the Austrian state.
