Federal Council of Germany

Also called the Bundesrat, created by Bismarck in 1871 and would last until 1918. It was formed of delegates from the Federal Governments, in which Prussia with 17 votes out of 58 dominated, and was one of two legislative bodies of the government (the Bundeswag being the other). The passage of most laws required the agreement of this body, otherwise its role was advisory.
