To the Central Committee of the Communist Party (M-L) of the United States,

It is a pleasure for us to receive your message of congratulations on the Third Anniversary of the glorious victory of April 17, 1975, and the founding of Democratic Kampuchea. Your message is a precious token of deep feelings of revolutionary friendship of the Communist Party (Marxist-Leninist) of the United States, of the working class and the people of the United States towards the Communist Party of Kampuchea, the people and the Revolutionary Army of Kampuchea.

You have brought about powerful encouragement and firm support to the just struggle of the people and the Revolutionary Army of Kampuchea under the correct leadership of the Communist Party of Kampuchea in defending the independence, national sovereignty, territorial integrity, and the gains of the revolution. At the same time, you have encouraged and firmly supported the Kampuchean people in their endeavors to build up socialism by firmly abiding by the position of independence, sovereignty and self-reliance.

On behalf of the Central Committee of the Communist Party of Kampuchea and the people of Kampuchea, we would like to extend to you our warmest fraternal thanks.

In return, we wish the Communist Party (Marxist-Leninist) of the United States, the working class and the people of the United States further successes in their revolutionary cause.

May the ties of revolutionary friendship and militant solidarity between our two Parties and two peoples be further developed in the interests of our two peoples and that of the revolutionary cause of the peoples the world over.
