German Communist Party regretting sincerely the impossibility of sending a delegate conveys heartiest wishes for the complete success of your Congress. Unity of principles, tactics, party organisation and action will make the British Communist Party a powerful and glorious army of the Third International. We hail in the delegates of the present Congress the leading party in the future revolutionary struggles of the proletarian masses. Fraternal greetings.
