Motions for a 1983 Convention

[Submitted to the August 1983 plenum by the Opposition Bloc]

1. The National Committee hereby sets the dates of the next national convention as Thursday, November 24, through Sunday, November 27,1983.

2. The NC proposes the following agenda for the convention:

International resolutions

Political resolutions

Antiwar and solidarity work

Trade union work

Relations with the Fourth International (and USec greetings)

Norms and organizational principles

Appeals

Election of National Committee

3. The NC directs the PC to issue the formal call not later than one week from the adoption of these motions.

4. The PC is directed to inform the branches and members that the preconvention discussion bulletin will open August 15, 1983. All articles received in the national office on or before Monday, November 14, 1983, will be published in the bulletin. Contributions are to be printed without undue delay in the order received, and none are to be held up while waiting for the PC or anyone else to submit contributions. Other regulations regarding the preconvention discussion shall be the same as those applying during our 1981 discussion.

5. The basis of delegate representation at the convention and the rules governing the allocation of majority and minority delegates shall be the same as were used for the August 1981 national convention.

6. All sessions of the convention, except for the points on “appeals” and “election of the NC” shall be open to all members of the party and YSA, as well as to guests invited at the recommendation of a party branch, who can attend as observers.

7. The PC is directed to obtain a suitable site for the convention, making this site known to the membership as soon as possible.

8. The PC is delegated other tasks necessary for organizing the convention in the SWP’s traditional democratic centralist way, including the allocation of time for minority reports where NC minorities, or others, request them on the basis of written resolutions.
